Not a problem of Perl, man. It'a a problem of your operating system
and its applications, that do something else than they are told to.
They insert binary characters then and there, they cut ends of your
files, they damage your data ...
Anyway, you just rename the file, using something like
mv first.cgi.txt first.cgi
or
move first.cgi.txt first.cgi
or
click here, click there, turn round, reboot, click OK
whatever your operating system wants you to do to rename the file.
Not a Perl problem.
